Formation:

The Freedom League was the dream child of the wealthy industrialist Sheryl Campbell. All too often, sensitive and important projects were put in jeopardy by thieves and supervillains. The last straw came when Campbell Industries International was unveiling a Meson Communication System. The Ultimates crashed the party, threatened the guests and attempted to steal the MCS. They were thwarted by the Crusaders and the Scarlet Sabre.

Sheryl noted during the battle that several of the heroes had strong scientific skills. The idea of heroes also being scientists stuck in Sheryl's head for many months. When Agents of RAVEN attempted to make off with another CII project, one of the project's scientists turned out to actually be the heroine Microwave. With the incident caught on the security cameras, Sheryl learned that Microwave was already in her employ. After a series of discussions between the two, the concept of the Freedom League was born.

The Freedom League became a team of heroes composed of scientists who work for CII. The members are given far more latitude in their scientific projects than would be normally allowed. Sheryl places only a few demands on her employees, usually leaving them to pursue their work. They are handsomely paid for their efforts.

Microwave became the first to be chosen for the Freedom League. The man now called FIST was second. Having been impressed by the Scarlet Sabre's actions during the battle with the Ultimates, Sheryl instructed Microwave to seek this heroine out. Scarlet accepted the offer and soon joined the team, bringing with her Radiance and the Speedster from the now defunct Crusaders. Together, these five became the founders of the Freedom League.

While considered to be a regular hero team by the public, the Freedom League does not really operate like most hero teams. Rarely do all the members work together on a single mission. Typically, several members could be anywhere in the world pursuing CII interests. Some of the members spend time working as soloists in the New York City area. The Freedom League typically leaves serious matters to the more powerful Avengers, and will occasionally assist that team when necessary. Any rewards that the Freedom League may earn are donated to charity.

Base of Operations:

The Freedom League is based at the main CII plant located on Staten Island. In reality, the Freedom League does not have an actual base. This is part of the media fabrication about the Freedom League in whole. Each member of the team has their own private lab and quarters, should they be needed, in the plant. However, they are scattered about the plant and tend to blend into the other areas. However, there is a small area for communications and meetings for the Freedom League. But that's the extent of it.

Operation of the CII plant are overseen by the Scarlet Sabre's cybernetic companion, Jaime. The plant is serviced by a plethora of robotic assistants, all of which are controlled by Jaime or able to run temporarily on automatic. Given the nature of its occupants, the CII plant is among the most advanced in the world.
