Designer Notes:
The unusual amount of Activation Rolls reflect his lack of skill in using his powers. As he gains experience, they will be bought down until they are removed entirely. His powers only work when he is touching the ground, althought a concrete street will work as well. Lifted off the ground, or above the ground floor in a building, his powers fade.
Terra Fire's ability to 'surf on earthen waves' is simply his extra running with an odd special effect. His teleportation requires him to physically enter the ground, only to re-emerge at his chosen destination. Due to his special connection to the earth, Jason is aware of everyone around him who are in direct contact with the ground. This is a targeting sense, so he can strike foes even if he can't physically see them. Her multiform allows Terra Fire to physically merge with Tempest. Each contributes 200 pts towards this form, thus creating a 400 pt. composite being.
