Several of the advantages used on Tempest come from the Atlantis Sourcebook. The Advantage: Works Normally Underwater, is pretty self-explanatory. Underwater Movement is a Talent that allows a character to function as well below water as above. Movement is unaffected by being in water, and there are no minuses to DCV and OCV. Her energy blast is either Air or Water. Right now, it's a 50/50 chance of either one. In time, Tempest will be able to choose between either of these two attack forms. As with Terra Fire, her activation rolls reflect her lack of skill in using her powers. Her multiform allows Tempest to physically merge with Terra Fire. Each contributes 200 pts towards this form, thus creating a 400 pt. composite being.
