Known Powers:

Tempest has powers that come from her ability to manipulate air and water. She can fly at impressive speeds in either the air or under the water. She can project blasts of concentrated air or water. Tempest has some degree of telekinetic influence over the elements in her area of control, and even has the ability to change herself into air or water itself.

Jessica can survive extreme temperatures with ease. Her vision extends into the ultraviolet range, allowing her to see normally at night or at the bottom of the ocean. Great pressure is no threat to her and she can breathe water as easily as air. She is more resistant to attacks within her spheres of influence. Lastly, it has been discovered that Tempest and her brother Terra Fire can physically merge to become a third being-- one with a complete mastery over all four ancient elements.

Notes:

Like her brother, Terra Fire, and the mysterious Nemesis, Jessica was the subject of vile experimentation performed by VIPER. Her parents had divorced while the twins were still young. Jessica moved to Miami with her mother, while Jason stayed in Detroit with their mother. She later remarried and this union produced a half-sister for Jessica named Laura. The twins were reunited by the actions of VIPER.

Wanting to learn how to use and control her powers, Jessica accepted a position in the Young Champions program on Sanctuary. The idea of living in a tropical paradise weighed heavily in this decision as well. Jessica had run away from home several years before being kidnapped by VIPER. She drifted and mostly lived by running cons and being a beach bum.

Recently, Jessica spent several days physically merged with her brother Jason. An explosion that destroyed a rampaging prototype Destroid also separated the twins back into their regular forms. Now herself once more, and tired of all the rules and regulations of being involved with the Young Champions program, Tempest resigned to go out on her own. An offer from Howler prompted Jessica to join up with that villainess in the quest for lost artifacts.

Recent events have caused Tempest to reconsider her motivations. To her own surprise, Tempest has shown concern over the Tigress. The feline heroine had stowed away on the Jade Princess, thinking that Jessica was in trouble. Later, the Tigress was captured and held prisoner on the submarine, the Jade Prince, until rescued by Tempest. However, Tigress was imprisoned once more by Howler. Tempest is now torn between her desire for wealth and the fate of the closest thing she had to a friend on Sanctuary: Tigress.

The situation came to blows when Daigon was brutal in her handling of Tigress. Tempest went to her friends aid in that instance. However, not everything was pleasant between Tempest and Tigress. Tigress vocally expressed her displeasure of Tempest working for Howler.

Finally, the Jade Princess arrived at the marker island and Tempest performed the task Howler had hired her for. While doing this, Daigon and Tigress got into it again with the Young Champion coming out on top. By the time Tempest and Howler had returned, Tigress had defeated the rest of Howler's team. Instead of continuing to fight, the Tigress chose to flee to a nearby island. Raccoon believed that Tigress had contacted the authorities and relayed her position to them. Tempest figured that it would only be a matter of days until Tigress was rescued. That seemed to solve that particular problem.

Tempest continued to be in Howler's employ and has proven herself to be competent and reliable. She has followed Howler into the Lost Realm of Azkan. While exploring the Lost Realm, Tempest was teleported on board Azkan's space ship along with Howler. The automated systems examined the young woman and then later tried to capture her. Howler shut the automated systems down to save Tempest.

Later Tempest helped Howler battle Zanthar and then lead the Young Champions to the the alien criminal. When Azkan departed with his specimens in his space ship, Tempest was teleported back to the Young Champions ship along with Howler. Whether she will re-join the Young Champions or continue on her own remains to be seen.
